Does this paragraph apply for full penetration welds only? If I have a 1.75" thick base material and I weld a 3/4" partial penetration groove weld for a qualification, do I have to perform two sets of weld impact specimens?

Yes you do have to provide Impact testing. See UCS-66 to explanation, it discusses certain joints (i.e. what part welded to what, etc.). It's not the fact that it takes a partial penetration to make the weldment, it is each component to the other that is evaluated.
