Is it correct UHA-44 does not require, altogether, the post cold forming heat treatment due to straining of duplex, martensitic and ferritic stainless steels?

UHA-44 only applies to cold forming or straining of austenitic alloys - see UHA-44 (a)1.

Dear MetEngr
So that means if straining and design tempearture exceeds the limits of Table UHA-44, heat treatment is not required for other than austenitic alloys, Right?
