UL 891 or UL 1773 for termination box cabinet 1

I am trying to determine, for a UL 891 Switchboard that is fed from a separate upstream termination box, whether the termination box would need to be listed under UL 1773 (Termination Boxes) or if it could be listed under UL 891. In reading the UL 1773 standard, many of the tests and assembly requirements simply tell you to meet the UL 891 standard if you are feeding a UL 891 switchboard.

It seems silly to hold a separate UL listing for the termination box, when all the requirements refer you to the switchboard (891) UL requirements.

If the termination box has a direct bus connection to the switchgear bus, it's part of the switchgear. If the box is cable in, cable out, it's a termination box.
