Unable to drag toolbars?

One of our users is unable to drag/move toolbars. In addition, the toolbars listed under the View=>toolbars menu are all greyed out.

Is this a setting? Any help would be appreciated.

It sounds like the lock tool bar position is turned on. To turn it off go to tools/customize/option should be on the bottom of the form
