Unable to snap an edge of shaft model to create dimension ! 1

why i'm not able to choose the shaft horizontal edge to create a dimension during sketching!

I have to create construction line to give dimension , is there any settings in NX12.0 to enable this edges to get snapped while sketching?
please let me know.

FYI iam using NX12.0

There is NO horizontal 'edge'. It's only a silhouette, which is not an actual curve. You should be able to create, inside the sketcher, a curve (line) that intersects with the shaft and the plane of the sketch. That's what you need to dimension to.
