Could anyone help me with design guidelines for underground storage tank? Are there any guidelines on what instruments to put, the length of the inlet and outlet pipe, the depth of the tank should be burried, and so on?
Any suggestions are greatly appreciated. Thanks.

UL-1316 covers Glass-Fiber-Reinforced Plastic Underground Storage Tanks for Petroleum Products, Alcohols, and
Alcohol-Gasoline Mixtures.

API Recommended Practice 1604.
API Recommended Practice 1615.
API Publication 1621.
API Recommended Practice 163l .
API Recommended Practice 1632.
API STANDARD 2610.

Other standards of interest may include API STD 650, STD 2000, STD 2015. API STANDARD 2610 refers to a few government regulations related to emissions of VOC from underground tanks, etc.

The answer to your questions are controlled mostly by the liquid that you wish to store.

Today, most process chemicals are stored in abovegound tanks...this tank makes installation, inspection, registration and leak detection much easier.

A clear distinction must be made here...by "underground tank" you are refering to a tank that is in intimate contact and buried in the earth. This is in distinction to a "vaulted tank" which is contained within a below grade concrete chamber, frequently equipped with a slab roof.

Underground storage tanks are termed "USTs" by the US EPA.. (interestingly, leaking underground storage tanks are termed "LUSTs...)

Of the remaining underground storage tanks in the USA, almost all are configured for storage of petroleum products and the industry is set up to sell tanks for this kind of storage.

By regulation, tanks must have double wall construction and/or cathodic protection (commonly zinc anodes) or be of corrosion resistant materials (typically fiberglass)
