Underground Substation Shield Wire

In instances where the shield wire cannot be brought into the substation for clearance reasons. What should be considered when running the conductor underground from the last transmission structure to the substation ground grid? I imagine step potential in the are should be considered in the study, but should that conductor be insulated? Maybe installed in a conduit? Or should it be a bare conductor?
