Does ASME Section VIII Div 1 cover construction of underground tanks? Please refer to appropriate reading. I guess one must account for the soil pressure on the tank and hence the depth below surface will need to be considered when it comes to external pressure calcs.

I would also check out EEMUA-190. That is the Engineering Equipment and Materials Users Association. The publication is titled "Guide for the Design, Construction and Use of Mounded Hoizontal Cylindrical Vessels For Pressurized Storage of LPG at Ambient Temperatures".

Assuming, of course, that this is your application. However, it has some good guidance on handling soil loads.

You could use an AWWA standard or AS 2566.1 Buried Flexible Pipelines - Design (

These standards could be used for design of the tank for strain, stress, combined loading, deflection and buckling.

ASME B&P Codes DO NOT cover underground tank nor do API tank standards. You need to refer to Underwriter Laboratory spec. Do a search on the internet for UL spec on underground tanks. Depending on your service, most UG tanks need to have a double wall design for leakage containment. Also, you must address the requirements specified in your local Government Environmental design legislation.

Yes, soil pressure is a "hydrostatic" head on the exterior wall design. Use the service of a Professional Engineer to design the equipment. There's lot more to it than meets the eyes believe me.

First off, is the tank pressurized? IE, is it an ASME vessel that's buried, or just some other tank? Secondly, what's the service? The most common underground tanks have standards applicable to them as noted above.
