Understanding weld callout 1

The welding symbol you've included is what I would call a legacy welding symbol, meaning is either from an "old" drawing or someone is using welding symbols from earlier than 1976! Good golly, they are nearly fifty years out of date!
I noticed the symbol references MIL-W-8604. That's a welding standard from years ago. It was replaced by MIL-STD-2219 back in the 1990's. The current standard that is intended to replace it is AWS D17.1 Fusion Welding for Aerospace Applications.
An interpretation of what you have is a double bevel groove with a weld size (joint penetration) of 5/32 (each side). The other side has a 1/8-inch reinforcing fillet weld. The weld on the arrow side is machined flush.
