Hi,
I need help here.

ISO14001 Clause 4.4.3 Communication

"The organization shall decide whether to communicate externally about its significant environmental aspects, and shall document its decision. If the decision is to communicate, the organization shall establish and implement a method for this external communication"

What are the methods that can be used when making the decision whether to communicate externally or not?

Some information may be required by law (varying by country/state/locality) to be publicly accessible (though only if directly requested in some cases). For the most part I would think it is a management decision. The "hook" is the documentation of the decision as if litigation ever ocurred as the result of an environmental incident, those documents could/would be subject to subpoena.
