I got this unknown error on Friday and Outlook 2013 appeared to be trying to receive, but at the very end it couldn't. I ran the Account set up test and got those tiny e-mails that it sends, but nothing else. Spent a couple of hours on the phone with Microsoft support. No Joy. The first level guy scheduled an appointment with the second level guy. As I hung up the phone I realized "there has to be a reason I can receive the test e-mail but not real e-mails. I went in and emptied my trash file and Send/Receive started working. I went on and deleted/transfered-to-archive 2,000 e-mails that I had been sure that I needed to go back to (then emptied the trash again). Then I moved my sent items to the Archive.
With my .pst file MUCH smaller, send/receive works perfectly. There is nothing about this "unknown error" on any of the Microsoft sites, any of the discussion sites that I found, and the first-level phone support guy doesn't have it on his list. So if send/receive suddenly stops working clean up the trash before you waste a lot of time.
