IS there a command to refresh all blocks in a drawing without reinserting them?

I must not understand your question. When you insert blocks, they're updated. If you modify a block somewhere (IE, redefine it), then all the copies of it in that drawing automatically update. Is this not happening?
 
If you have Express tools there is a Sync Attributed Blocks to Table command.

borgunit; I was looking around Express Tools help and website, and I can't find exactly what that tool does. Could you briefly explain or direct me to some info sources?

Darken99; As to updatable blocks, as LStephen says, inserting a new block with the same same will give you the option of redefining the ones already inserted to the drawing. However, in our office we often use x-refs to represent graphics applied across multiple drawings that may later be subject to change in revision, or for situations that are poorly defined at the time we start our drawings. Then if we have to revise something later that is common to many drawings, we can change the source file to apply consistent changes across many drawings.

Of course, it's only good for graphics; we can't apply attributes, etc. But from your question, it sounds like this may work for what you are trying to do.
 
What I am trying to update is my title block. I updated changed the block but every drawing still needs to be updated. Just wondering if there was an easier way to update the block.
 
Sounds like you need a script that runs when a drawing is openned or a LISP that autoruns.
