Updating Spec Revisions

I am very new to engineering/specs. I just started working for a company who has chosen not to include spec revision letters on drawings (to keep them from becoming obsolete). I need to come up with a way to keep track of what revision a drawing originally intended AND what current specs would be acceptable/unacceptable. Keep in mind that there are hundreds of drawings for each project.

1. Is there any way I can be notified automatically of MIL, PRC, or AMS spec revisions? That way I could make a document that lists each revision and differences between each one.

2. How do other professionals handle this problem?

I have created Microsoft Access databases at two companies to relate drawing references to external Standards. I also convert drawings to searchable PDFs. So I have two ways to find the related drawings when Standards change. The database can be designed to track various Standards information such as purchase cost which can help budgeting and 'effectivity dates' with respect to Standard revisions as they relate to all or specific designs.
