Uplift: Wind load negative

Ok, so, based in my overturning stability calculations, I concluded that my tank has to be anchored. Using "Wind load" formula for uplift (table 5-21a), the results gave me a negative value. Am I doing something wrong? Hence, the results of "Design Pressure + Wind load" gave me a value < Design Pressure only. How is that possible? Should I consider the wind negligible and simply put the result as 0 N?

Another question: I have a frangible roof, so the frangibility pressure applies. Why use 3x failure pressure? I suppose 3 is my safety factor.

The P indicates design pressure according to app. F (which is 10,5 kPa). But the tank is already at full operation with a PV relief set to 3 kPa. Which value do I have to consider for the uplift: 10,5kPa or 3 kPa?
