Use FCI 70-2 in Valve seat leakage

Hi all members,

Seat valve leakage follow FCI 70-2 shows that:
Class IV - Valve Leakage Classifications
Intended for single port and balanced single port valves with extra tight piston seals
and metal to-metal seats.
• 0.01% leakage of full open valve capacity.
• Service dP or 50 psid (3.4 bar differential), whichever is lower at 50 to 125oF.
• Test medium air at 45 to 60 psig is the test fluid.

who can explain me the unit of the allowance leak rate (0.01% leakage of full open valve capacity) please? It is ml/minute (water) of bubble/minute (air) or depend on the unit of valve flow rate.
Example: My control valve is 12", with maximum capacity is 125000 sm3/h (for gas), seat leakage class IV. I calculated the allowance leak rate (tested with water) is (125000 x 10^6/60) x 0.01% = 208 333 ml/minute = 208,333 lit/minute. Does it right? the allowance leak rate is quite big?
