Use of A312 Welded Pipe In B31.3 Cyclic Conditions

I'm reading through a previous thread (Previous Thread). In that thread, a court case is referenced (updated/current link Here.

In this report (page 23, paragraph 4) it says:
Court Decision said:
The piping code [ASME B31.3] specifically excludes welded A312 pipe for cyclic service

Can anyone point me to this specific reference? Under B31.3 section 301.10 Cyclic Effects it points you to F301.10 which then points you to K304.8 Fatigue Analysis (under the High Pressure Piping design) and other outside references.

I don't see anything in the referenced section specifically mentioning A312 welded piping, but K302.3.4 ( weld joint quality factor) and Table K-1 (allowable stresses for high pressure piping) require the weld joint quality (E) = 1.00.

Is this the requirement that explicitly excludes A312 welded piping for cyclic service compared to A358?

Para 305.2.3. Since the Ej for A312 is either 0.80, 0.85 or 1.00, and since it must be greater than 0.90, only the seamless option is left.
There are other additional requirements for Severe Cyclic Service, e.g. 306.1.4, 306.2.3, 306.3.3, 306.4.4, 306.5.2, 308.2.1(a), 308.2.4, 309.2.4. Also see para 311, 313, 314, 315 and 318. Just open your copy of B31.3 and search for *cycl*.
 
305.2.3 is the reference I was looking for, thanks a lot.
