Use of clad nozzles on an U stamped vessel 1

We are fabricating a carbon steel c/w stainless steel internal strip clad lined vessel which requires to be ASME 'U' stamped.
We are fitting nozzles complete with stainless steel overlay. We intend to purchase long weld kneck flanges and supply these to a sub-contractor to overlay for us, but they do not hold a 'U' stamp certification.
Is there any way that we can using this sub-contractor and still comply with the requirements of the ASME VIII code with out having to source an ASME autherised supplier?

No. ASME Section VIII, Div 1 has specific wording that the welding procedures and welders must be qualified under the Manufacturer holding the Certificate of Authorization issued by ASME. There are other aspects of pressure vessel design that can be sub-contracted if described in the Quality Manual, but when it comes to welding it is all about control thru procedures and supervision of welders.
