The dual certified material is used for procedure qualification (PQR) and the PQT has been passed. The material is certified to both A 36 (assigned as Group No I as per AWS D1.1 and P No. 1 as per Sec IX) and S275JR (classified as unassigned material as per both codes).
whether this PQR can be qualified to weld;

1. Both Group No I to Group No. I in the case of AWS D1.1 or P No.1 to P No.1 in the case of ASME Sec IX and the specific unassigned material (S275JR)?.

or

2. Only one material can be documented for PQR and the limit is applicable only for the documented material?. i.e if A36 is documented, then a new qualification is required to weld S275JR or vice versa.

You are all most welcome to share your knowledge with the reference code.

First, you use the term dual certification. Dual certification typically means that both materials can meet the requirements of one or the other material specification (either ASTM A36 or S275JR). Are you using the term dual certification in the sense that both materials have been certified - A 36 and the other base material is S275JR?

Per Section IX, because one of the base materials being joined was unassigned for the supporting PQR, the WPS would be limited to P-No 1 base material to S275JR.

Thank you very much for your response. The material have been certified to both A 36 and S275JR (its a dual certified material; a single MTC conforms that it complies both standard).
It is understandable that the use of any unassigned metal used for qualification will only qualify that particular metal. But the question here is if the dual certified metal is used for qualification, will it qualify both standards such as A 36 and S275JR within limits of ASME sec IX or AWS 1.1?.

No, it will only qualify as A 36, P-No 1 because S275JR is still unassigned.
