Is the POWER-BOLT Heavy-Duty Sleeve anchor manufactured by DeWALT a good product for post-installed anchorage into concrete? Please let me know.

Comments/suggestions are appreciated.

It really depends on the application. It likely is a suitable product for some applications, otherwise they wouldn't have it, but whether it's applicable to your scenario depends.

It does have an ESR report with capacities, so I would say so?

DeWalt has good responsive representatives. Call them. If it's not appropriate, they'll tell you (as long as they have something else that works). They're one of the only anchorage companies who'll compare their competitors' products in their design software.
