Dealing with carbon steel, maybe yes. You can avoid PWHT assuring that after welding you will have hardness of completed weld < 200 BHN.

Thanks - do you know of any facilities were socket welds are used in sour service?

The use of socket welds in sour service are applied in small fittings ½” and 1 ½” diameters for purging instruments or sampling. Sulphur content of carbon steel shall be limited to 0.01% max. Carbon steel materials should following NACE new version of MR 0175. After welding it is important to check the gap of the socket by RX (1.5mm for dilatation is the acceptable gap).
