Use of valve on cold tap tie ins

Are valves to be used on cold tap tie ins? What's the better assembly for this type of connection?

Some will have a valve and some will not.
The presents or absents of a valve may or may not have anything to do with it being a "Cold Tie-In".

A valve might be required because of the needs of the "New" system. Or, a valve might be required because of the timing of when the initial "Cold Tie-In" components are installed and when the balance of the new system is installed.

A valve would not be required if all the new system piping is installed along with the initial "Cold Tie-In" connection.
