Using a factor Vu = 1.67 ASD for concrete (Wind) to convert between the two?

Where is this described in the ACI 318-14?
I'm using wind for design thus I've always used used 1.6 times Wind to go from service level to Ultimate level loads for wind.
Is there a footnote that I am missing somewhere.

The ASD wind combination is 0.6W, and when you consider the 1.0W combination in USD, there is 1.67 factor in between. Where you get the comment? It's not always the case though.
 
Be mindful that there was a significant shift in the wind load design procedure, I believe in ASCE 7-10.
Previous to that change, you would calculate the service level pressure (ASD) and increase it by a factor of 1.6 to get the strength (LRFD) loads.
After the change, you would calculate the strength level loads and then decease them with a factor of 0.6 to get the service level loads. This brought the design philosophy in line with how seismic loads were treated.

I don't believe that the load combinations you`re looking for are defined in ACI. I`d like in ASCE chapter 2 or IBC chapter 16.
