Utilities capacity planning tool or software?

Hi All,

This may not be the right forum for the topic, however, could anyone suggest a good utility planning tool or software where the end user add-on can be monitored against the distribution network and central plant capacities as set up on that tool .
Something that will give an early warning of a certain section of a distribution network capacity burst and show how far does that burst transfers upstream on the network.

Not sure if I have managed to clarify what I’m looking for?
Basically, enter the blower, filter and coil capacities. Then the main, submain, lateral and sublateral pipe capacities in some sort of a parent-child tree arrangement where the added user load on a lateral shows all the way upstream. Perhaps to have an option to enter correction factors to keep the upstream network and plant in check based on the estimated average load.
