Utility of this pad

Hello,

I have to build a vessel for my client and I've just received the drawing. Here below you can find a detail of a sort of "reinf. pad" for lifting lug.
I really don't understand the utility of this pad in that position. Why?
I don't think it's really useful; moreover, there are too many welds in the upper section of this pad, so in that area stress concentration could raise and become a problem.

What do you think?

It's a carbon steel vessel, shell thk 10mm, height 2,5 meters, total weight about 1000 kg.

IMO, this is a RFI to the Client Engineer and ask for a clarification. And, why the lug is located across the weld.

Only the client of my client has the engineering, but it refuses to answer me...it has to be done acc. to dwg. Stop.

However, I've built many vessels with lugs across the weld, I think it's common but a semi-circular slot for the weld inside the lug has to be cut out.

The pad, in that position, remains unexplained...
