I have been trying to size a system to treat a 1 MGD treatment plant. The process goes as follows:
Screening
Pumps station
SBR SYSTEM
pump station
EQ Basin
UV disinfection.

I am having a hard time determining what size of UV I will need. The EQ Basin is a 0.5 MGD tank. I have considered using 3 uv units. When flows are minimal use 1 unit and when flows are higher use 2. Having the 3rd at a spare.

How should I deteermine how big the units should be. I know it is not good for the system to be turned off and on but unless I recirculate there may be no other way.

You need top get hold of the software UVDIS. I think it is in the public domain because it was developed by USEPA. If not try Wedeco representative. They may be owned by ITT Flygt now.

The size of the unit will depend on a number of factors including the TSS and transmissivity of the fluid.

The best way is to ask the suppliers for a data sheet. Get the information they need and then seek a performance guarantee. Your discharge license will have the parameters that you need to comply with so seek a vendor guarantee.

You will also be concerned with power draw and lamp life.
