UW-20.4 (b)(2)(a) the thickness through the weld throat

Dear All,

UW-20.4 (b)(2)(a), there told "where the thickness through the weld throat is less
than the nominal tube thickness t",
My question is what is "thickness through the weld throat" mean ?

If the welding shape is fillet welds only 2 mm leg size and tube thickness is 2.11 mm,
Does thickness through the weld throat less than tube thickness t?

The throat thickness will be 1.41 mm and it is less than the tube thickness.
