Vacuum Breaker Preinsertion Resistor

Does anyone have knowledge of the existence of a Vacuum Breaker Preinsertion Resistor? The application is 15 kV and EMTP studies have shown a significant reduction (damping) of a highly distorted waveform when a resistance is included in series with the closing ciruit. Although well known in the Medium to High voltage breaker applications, I can not find a supplier in the vacuum bottle 15 Kv class, metalclad switchgear technology. Just wanted to know if anyone makes such a beast as apparently the preinsertion resistance would have to be within the bottle.
