Is there any level of vacuum required by the ASME code during secondary steelmaking ?

No, because this is a process detail step that is not under the scope of ASME B&PV Code.

Is there any other specifications witch required Vaccum level during secondary steelmalking : API, RCC-M, KTA .....

Vacuum requirements for secondary steel making, regardless of end use, are between the Purchaser and the supplier.
 
As I understand the rules, the ASME piping code only permits materials that meet the steel-making requirements of ASTM specifications.

I believe that your vacuum requirement is indirectly necessary in order to produce steels to ASTM requirements

Only "fully killed" carbon steels (e.g. ASTM A106 - GrB)are permitted in certain applications.
