Vacuum test acc. PD5500

Acc. §5.8.5.5 PD5500 a vacuum test has to be performed (where reasonably practicable).
Is this true?, since non of the other codes have this requirement.

which begins with;

Where a test under vacuum or applied external pressure is not reasonably practicable, single wall vessels
subject to vacuum shall be given an internal pressure test at......etc, etc

I read the rest of paragraph 5.8.5.5 .
My point is that for the vessel in question it is reasonably practicable to perform a vacuum test.
I just think that for this vessel(Max./min.design pressure= 7 barg/F.V.)a pressure test based on internal pressure should be enough. In our case we should perform both a normal hydrotest based on internal pressure and a vacuum test.

Because other codes don't consider vacuum tests, I get the impression I missed something in the PD5500. If not , than PD5500 is the only code for which you have to perform 2 pressure tests.
