Vacuum Vessel with Water jacket

I have a question about a process vessel with double wall for water cooling.

It is cylindrical vessel, dia 74" and 94" long, and operates between -15psi and 7 psi. The water jacket will operate at 60 psi (water below 210grdF).

The question I have is if this is to be considered as a pressure vessel according to ASME or not.

The water in the cooling jacket will have a open discharge.

I am confused. How can the jacket have an internal pressure of 60 psig (we are talking psig are we not?) and be open to atmosphere? Sounds like a Code vessel to me. You have to desuign the inner shell for an external pressure of 60 psig and the outer shell for an internal pressure of 60 psig. OR, I am totally misunderstanding what you are saying.

I understand that the jacket side pressure is due to the head of the pump: so it can really be open to atmosphere.
Well yes, the inner chamber is within the scope of ASME VIII Div.1, as it is subject to an external pressure of 75 psig.
The jacket is not within that scope. prex
