Valve design to ASME Section VIII Div 2 vs ASME B16.34

Is it possible to design a valve to asme section VIII div 2 and not asme b16.34. Looking at the minimum wall thicknesses of asme b16.34 there doesn't seem to be any regard for material strength, unless there is a factor in the code i'm missing. If i build a valve out of 60ksi min yield material or 30ksi min yield material the b16.34 code doesn't seem to account for it. Am i reading this wrong?

Nevermind (kind of), i figured it out partially. They just increase the working pressure by class. But you could still have a valve pass section VIII div 2 and not meat the min wall thickness on b16.34 in some areas.
