This is regarding PWM, PFM Concept

I am having a arbitrary function generator ( TEKTRONIX AFG310000 series) where I can design my pulse wave form with constant voltage output and duty cycle.

I need a device like arbitrary function generator where I can design my pulse wave form with voltage amplitude (from 0 to 300V AC / DC) and duty cycle.

Voltage: 0 to 300 V AC and DC
Current: 10 Amps
Frequency: 100 KHh

So, what does this have to do with PLCs; it doesn't look like you need much in the way of logic.

There are AWGs that have programmable waveforms, including their amplitudes. A 3kW output is not in the realm of PLCs, nor off-the-shelf designs, particularly when coupled with 100 kHz operation.

It's likely you need to hire someone for a custom design.

From your description it sounds like you are trying to control a motor. Yes?
