+ve and -ve grounds

Can equipment which is supplied with 12Vdc -ve ground and 48Vdc +ve ground co exist on the same ground point. I am chasing a problem which involves large DC currents (@6A) on the safety grounds of a comms. shelter and both manufacturers claim their wiring is correct, however this seems to refute the facts. ie. current on the safety grounds.
