Vector to Raster conversion...

I need to convert my AutoCad drawings in "Internet compatible" format like .gif .

Now I need to plot drawing and later scan them. Is there a program that convert .dwg into any raster format?

If you are running ACAD 2000 or above, you can use the "PublishToWeb JPG.pc3" in your plotter configuration settings. This will output a JPG file for your use, as it is a raster format. If you have the raster output already, why do you want to scan it as well? You can also use Adobe PDF writer if you have that program, it does a nice job generating PDF files from acad drawings. You're not saying anything about which Autocad you are using so I am not sure if my answere will be correct in your case.
I am using 2002 and it gives me the choise of printing to pdf and jpg file formats. Providing it can be done in your Autocad, you will find it the same way as when printing. Instead of selecting a printer you select "print to pdf" (or jpg.

If you can't do it this way you could try "WinPlace (32-bit) 9.3" (freeware).
I have never tried it myself but the description ("It exports files to WMF, VRML, BMP, DXF, and STL formats, which can be imported into most Windows and CAD applications") sounds about right for solving your problem.
