Vent Sizing for Feul storage Tank 1

Hi,
We have received a query to make rectangular fuel tank and specs are below. Please assist me to calculate vent size for this tank.


The 500 bbl rectangular storage tanks would consist of the following:
> Tank design as per good engineering practice and structure to comply STAAD Pro analysis
> All steel material A36 or Equivalent
> Tank overall dimensions: 7m L x 3.8m W x 4.12 m H
> Side Shell is constructed with 10 mm corrugated steel plate with one manhole.
> Tanks base is constructed with 250 mm H beam and covered with 10mm steel plate and designed with 10 cm high slop. 18” sump at suction inlet, to avoid any dead volume.
> Tank frame constructed with 150x150x10 SHS and top covered with 8mm plate.
> 4 off lifting lugs for easy transportation.
> 4” flanged low level gun-line c/w minimum twelve (12) nos 1.5” nozzles each side.
> Tank supplied with 8” flanged suction line with BFV, 6” flanged discharge line with BFV and 4” flanged drain line. All lines terminating with blind flange.
> One (1) top manhole with internal ladder for easy access. External ladder for access on top of the tank.
> Tank supplied 2" ring piping with spray, running all around tank, as a part of fire protection system.
> Provision for fixing Ultrasonic (radar) level indicator (3” #150 flange)
> Tank supplied with, foldable handrail with kick plate, on top. Handrail pipe min.1.5”
> Tank fitted with 4”cable tray on long side and provision for fixing agitator starters on opposite side of the suction/discharge lines (near ladder)
> Provision for fixing indicating lamp and hooter on tank.
> Each tank supplied with float & board type mechanical level indicator
> The tank will be certified from third party (MPI, Hydro test and Load test)

Much of the information listed is not relevant to the question (lamp and hooter, etc). Missing are important data (joint efficiencies, NDE, fill and empty rate, max and min design temperatures, information on the material being stored (density, vapor pressure, flash point, etc), exposure to external heat sources, distance to flammables, is the tank inside, outside, buried in the ground, etc. design external and internal pressure, etc) Also, to what code is this being designed to? (STAAD is not a code), what jurisdiction, local, state and federal codes apply> It seems like an engineer is needed for this....
