I know there are some tablets used in production to see 3dxml files with FTA annotations but not with CATIA...

Compare the tablet specs:

with the supported hardware from Dassault:

That Dell laptop runs Windows 10 Pro 64bit so make sure that's compatible.

I think your biggest hurdle for that tablet will be Graphics capabilities. CATIA will likely push the mobile graphics core of those Intel ATOM processors well beyond their capability. I would be surprised if you would be able to get CATIA geometry to display on one of these devices.
