Vertical component of seismic acceleration

Hi!
The local utility's engineering standard for power transformers states that the vertical component of a seismic acceleration be combined with one horizontal component (pretty obvious) Is this vertical component either upwards OR downwards? Is the resultant always further combined with the dead weight?

yes - combined with dead weight in conformance with the particular load combination.
