How do I calculate the vertical seismic component QE per IBC? The UBC had a formula used to calculate this component but I can't find one in the IBC.

(I'm looking at a building that is 6 stories with concrete slab floors and masonry bearing/shear walls. I'm doing a spot check on a couple of walls on the ground floor, so it's just a 'quick' hand calc for now - I won't be modeling the building just yet.)

Qe is the effect of horizontal seismic forces in IBC. This can be calculated using Equivalent Lateral Force Procedure, Modal Analysis, etc. The vertical component is 0.2*Sds*D. Reference Section 1617 IBC 2003. Also check out ASCE 7-02.
