VESSEL CONNECTION FOR RELIEF

Does the ASME Code allow the connection to a relief valve for a given vessel to be alternately placed in the relatively larger gas outlet pipe rather than on top of the vessel itself? Many refigeration systems are being converted from CFC to non CFC refrigerants. In many cases the new refrigerant requires a larger relief valve and thus a larger connection on the vessel. Cutting and welding a new larger relief connection on the vessel is costly and time consuming and requires an "R" stamp and a local ASME Code inspector approval as I understand it. Does anyone have informatiuon on this matter?
