Vessel external cleats having same material of shell is required RF Pad...........?

i am designing a vessel and almost it is completed in design. now it is in the stage of engineering, during engineering doubt was raised about external vessel attachments, is it necessary to provide a pad to same material external attachment.

Please clarify me,

If additional reinforcement is required due to the loads from the external attachment, then yes.
