Vessel Inspector must be from a 3rd party agency?

Vessel Inspector must be from a 3rd party agency?

I was told that as per ASME Section VIII requires that all vessels be inspected by a qualified third-party inspector which is employed by an Authorized Inspection Agency.

I was looking at ASME Section VIII Div 1 and I can't seem to find where exactly is stats this. Was wondering if I could get some help. I see the mention that approval is needed by a Authorized Inspection Agency, but no where does it state it has to be 'third party'.

third party means insurance company boiler inspectors or state boiler inspectors; These inspectors will sign certificates of inspection which are consistent in form with the states where the boilers are located.
 
Some (most?) countries have their own rules on pressure equipment that overrule ASME and other codes. For example 3rd party inspection is not required in New Zealand if the hazard level of the equipment is low.
 
ASME CA-1

3.1.1 Inspection Agreement. As a condition of
obtaining and maintaining a Certificate of Authorization,
the organization shall have at all times a valid and fully
executed inspection contract or agreement with an
ASME-accredited Authorized Inspection Agency (AIA)

No reproduction to provide inspection services. This inspection agreement
is a written agreement between the organization and the
AIA that specifies the terms and conditions under which
inspection services are to be furnished and that states the
mutual responsibilities of the organization and the AIA. A

with an AIA is canceled or changed to another AIA.
