Voltage dividers instead of PT's on 24kV system

I cam across a project recently where the customer specified voltage dividers instead of PT's for voltage sensing (protection & metering) on 24kV switchgear. This is the first I've seen this requirement and was wondering if others have come across this as perhaps being something application specific? This is GIS switchgear but I don't see how that would change anything. PT's are both on line side and load side of breakers in SWGR.

Customers desire for voltage dividers was based on past experiences with PT's failing upon energization. To me this sounds like a Feroresonance issue perhaps cased by switching transients or other phenomena?

Voltage dividers are very good a limiting energy and are important with some newer relays, actually required with LAE relays. Your going to be seeing them more and more with new installations. We use a lot of G&W, Siemens, and Tavrida with voltage dividers in our stations and solar installs.
