Voltage flicker

Can someone give a simple explanation and examples on voltage flicker. I have read but still cannot fully comprehend stuff like Pst and Plt etc...

2. Slow changes in voltage such as those due to normal load variations (power line transient, power source transients, etc.) generally do not affect the output enough to be irritating. The effect of sudden changes in voltage repeated at short intervals is term flicker. IEEE Std 100 "Dictionary" refers to various flickers (Television, Computer graphics, flicker effect (electron tube), flicker fusion frequency (intermittent stimulation of the eye at which flicker disappear), flicker noise (1/f noise, associated with solid state devices), flicker threshold (television, luminance at which flicker is just perceptible at a given repetition rate with other variables held constant), etc.
Now, it just depends what you are interested in since there are various industry standards and texts to turn to.
