In terms of volts/mil, are these two equal in their voltage ratings. When oil soaked following a full vpi and when not soaked.

I haven't heard of kraft diamond paper but I guess it's this

Clicking specs at the bottom of that page, shows 50 kV/mm oil soaked for that product.

I don't think the phrase vacuum pressure impregnation (VPI) applies to any of this, but I gather you mean filling with oil under a vacuum.
 
No difference in KV/mm between the two. BDV in oil is approximately 5-7 times more than in air.
