Is there any data on sizing the lightning arrestors used on voltage regulators, normally connected source to load?

GE used to have an internal arrester across the series winding for their design. McGraw used an external arrester so you might check with Cooper Power Systems.

If you had a 7200 V regulator, the series winding would normally see 720 V at most (i.e., 10%), so a low voltage arrester of 750 V or more would work.

You'd still have a 9 or 10 kV arrester at the terminals, but you'd also have one for the series winding.
