Volvo A 25B articulated dump truck

We have recently aquired a volvo a25b dumptruck for our mine.
The engine starts perfectly well but we cannot engage the transmission. Oil levels have been filled. Fuses have been checked. It appears to be an electrical problem, any ideas?
