Can a wafer check valve have a single swing? Or does it have to have double plates?

There's both single and double wing models.

A check valve has to be selected for dimension and type according to flow and application to avoid water hammer.

Mostly a single plate flap valve does not have a spring assisted closing and will be especially inclined to cause water hammer problems, and could also chatter against inside pipeline wall when opening.
