Wall Maximum Reinforcement spacing and distribution 1

I am designing 5 inch reinforced concrete walls that only require minimum reinforcement. I am using wire mesh that does not meet the minimum reinforcement ratio hence I have added #4 vertical (longitudinal)rebar spaced at 24 inches o/c and #3 horizontal (transverse)rebar at 20 inches o/c. This does not meet the maximum ACI spacing of 18 inches between the rebars but, considering that I have fabric mesh between the rebars, can I ignore the 18 inches maximum spacing as it relates to the space between the rebars?

Why are you doing both the mesh and the deformed reinforcing? Why not omit the mesh, or increase the mesh gauge? Seems wasteful to do both.
 

If you are required to use a certain wiremesh ( due to already existing at your stock, etc) you may consider to use double wire-mesh ...
