water coolers

ive just started a new job constructing water coolers for fork lift trucks.these coolers are made out of steel and either mig/mag welded or arc welded and are pressure tested. the metal is not cleaned prior to welding it is covered in scale.can anyone tell me if this would contaminate the welds and cause leaks.thanks
