Water draw-off in Products storage tanks

I am seeking for an advice for applicable and advanced method to draw-off water out of refined products storage tanks (Diesel, Gasoline and Kerosene). The practice we do to draw-off water is to gauge the tank to determine the level of water presence, then open the drain line manually to draw-off almost 80% of measured quantify. This practice is not accurate and subjected to human error in detraining cut-off point between oily water and pure product.

I appreciate if anyone can present more advanced method better than what we are using, thanks.

In the plant I work at, we have a specific tank farm that uses almost the same process that you described. We have a sump in which water will sink into, and a sight glass mounted on the outside of the tank at the pump. We have it measured out on the site glass though so that we can see where the two immiscible liquids meet and how much it is(think graduated cylinder). We can see how much of the h2o we have to pump out using a positive displacement pump. Keep in mind that if you use a high flow rate pump that you will need a vortex breaker, as to not suck in any end product out with your h20 cut.
This is the typical setup at tankfarms that deal with hydrocarbon cuts, excluding the obvious like residuum and really light ends such as certain LPG's and naphthas.
